Authentication callback with error=access_denied

When Xero gets back to our callback url it provides the error parameter set to "access_denied". Others like "invalid_client" or "invalid_grant" are document on the Xero troubleshooting page (see https://developer.xero.com/documentation/guides/oauth2/troubleshooting#access-token-request-errors). But not "access_denied". What does it mean, what can I tell the user what went wrong?
Can you check that the state included in the authorization link is correct. Your server may be denying access as the state is not one it is expecting.
