Payroll Only plan

It would be great if Xero's payroll only plan worked in the same way as expenses or projects - simply as a $10 add on.

For example, a client on the $19/mth GST cashbook plan who has 1-4 employees (but doesn't use xero payroll), would have to upgrade to the $50/mth in order to lodge with STP. It is much more cost efficient to set up 2 separate xero files - one with the $19/mth GST cashbook plan, and another with the $10/mth payroll only plan - rather than having the 1 file with the $50/mth Premium plan. It seems odd that Xero wouldn't allow for this at the moment, so hopefully this is a change for the future!
