Imports - Allow UTF-8 encoding when importing CSV files

Currently Xero only allows ASCII encoded CVS files. If you try to import files containing characters that don't fit in the ASCIII character set you end up with a mangled mess. Internally Xero supports Unicode and the API also supports Unicode so it seems odd that file import does not.
