Incorrect default year for bills

It's currently Jan 8th 2019, and entering "31 12" into the date for a recent bill gets added as 31 Dec 2019 rather than 31 Dec 2018. Thankfully I spotted the issue just in time.

The concept of a "year (or date) completion basis" would be useful, defaulting to picking a date in the past, but having the option of "this year" (as per current behaviour) and "nearest year" also as a user preference would give flexibility.
