Weekly timesheet submission for monthly payroll process

A client of mine runs a monthly payroll process but needs to do weekly reporting that includes the employees hours. This is for business development, budgeting and planning.
Currently the time sheet submission is restricted to the Payroll calendar set up. I have clients that would like to be able to report on weekly hours even though the payroll will not be processed until the monthly calendar has closed.
We would like to see a feature where weekly timesheets are submitted for approval and then allow to combine 4-5 weekly timesheets in one payroll process.
This would also need a locking function so that once a timesheet is approved (but not processed) it cannot be changed by the employee.
