UK Payroll - Timesheet Autorised Access or Reporting

Hello, the UK accounts do not have the same reports as seen in other versions of Xero as demonstrated on this link https://central.xero.com/s/article/Timesheet-Summary-report

I would like someone to be able to approve expenses but I don't want to make them full Payroll Admin. I can't seem to do this so I'm happy to generate and send them a report to approve but I can't see an option to do this either.

Ideally I'd like to be able to authorise someone to approve timesheets without giving any more access than they require. Is this possible? At the very least I'd like to be able to create a timesheet report so I can send that on to others for approval.
